2xF was formed by Mark Johnston in late 2016. 2xF builds on Mark's experience in agricultural export and energy efficiency program and policy work with the Australian Public Service. For the last 5 years Mark has worked as a consultant with pitt&sherry in the areas of energy efficiency, renewable energy and transport.

Strong analytical and communication skills, creativity, understanding of policy process and a determination to deliver results underpin the ability of 2xF to undertake policy and economic analysis for government and business clients.

Philip Harrington of

Strategy.Policy.Research

Philip has led development of resource efficiency and climate change policy for decades; in senior roles within the Australian Government; as Director - Energy Efficiency Policy with the IEA and for the last 8 years as a consultant. Philip blends evidence based analysis with top flight writing plus presentation skills and a keen eye for strategy. He is one of Australia's foremost experts in low carbon building policy and greenhouse gas reduction strategies at state and local government levels.

Hugh Saddler

Hugh has worked in energy policy for close to 40 years. He is a key figure lifting public understanding of energy markets, efficiency and emissions. Hugh produces CEDEX monthly, wrote the Power Down series, writes on The Conversation and is regularly interviewed for TV, radio and print media

Brett Janissen of

MetaEconomics

Brett is an economist with a particular interest in market and regulatory policy in the areas of greenhouse gas emissions, waste, air pollution and energy efficiency. Brett started his career with the forerunner to the Productivity Commission, then worked within Government on policy design to meet Australia's greenhouse gas reduction commitments. He has worked as a consultant for around a decade.

Phil McLeod

Phil is a building scientist with a background in construction. He is an AccuRate modeller and has designed major models of national, state and city building stock. Phil is expert is assessing the financial and environmental impacts of building design changes, material choices and construction methods.
